Khatakiy case

 Resolution of 249 2019 provides for setting up of a Lok Adalat-like mechanism for expeditious disposal of departmental investigation cases against government officials and employees as per Gujarat State Service Discipline and Appeal Rules 1971. At the stage where the created officer submits the defense by the employee, if they want their case to be presented before a high level committee constituted under the Lok Adalat system, they have to apply to the system officer in the prescribed format considering the decision to present before the committee. Detailed instructions are given to determine the working procedure of such a committee as per the lake taken from the reading. Provision has been made for what types of cases can be referred to the committee at which stage at which stage and also what types of cases the committee cannot consider. In which the front secretary in the education department will administer the secretary etc. while the committee for class 4 and class-3 employees of the department has been instructed by the administrative department to form a high level committee of department heads under the administrative control of the education department as per the instruction a32. After consideration, the following committee is to be formed. Class-3 and 4 employees can be examined in the committee for departmental investigation cases by the front secretary of the department as well as deputy secretary and establishment and deputy secretary. Commissioner Shri Director Shri Primary Teacher and Technical Education are involved. Office of Higher Education in which Commissioner Shri Education Commissioner Technical Education Commissioner Shri Schools Committee is involved. The date and time of the meeting of the High Level Committee shall be decided by the most senior Secretary among the members of the Committee.
